Well tonight after manually checking for the second time and installing a new update KB3035129 and KB 3035034 and rebooting. I checked back with Windows Updates again manually.
I found that I can now switch rings (fast / slow) again and I got this
9932.png

AND
Then I got this
Error.png

Now after repeated reboots it seems to always produce the "Retry" button.
So much for their update delivery system.

Same here, and I've noticed this before. It is like the update is aware of a build before it's allowed to be downloaded. I just suspect MS isn't ready to release the update yet.

I thought maybe they put it up and then pulled it.
Has to be one or the other though.
I guess we'll see. I may leave this thing run overnight just to see if they deliver.

I've been manually checking all night and not seen any mention/peep/hint of 9932....

Is your setting on Slow ?
If yes, change it to Fast and you'll see the mentioning of 9932.

P.S. you also need to have KB3035129 installed first before you can see the 9932 or 9931.

That's normal. MS block the download. We all get that error message.
Build 9931 or 9932 are NOT for us. They are meant for MSFT only.

I thought it would have been pulled by now and thought it odd that it didn't show up till yesterday evening after others had seen it previously. I have the options set to "fast" notification of new builds.

The bigger an organisation, the slower a corrective measure is acted upon. (My personal opinion only).

Anyway, here is the direct copy from Insider Hub.......

Windows Insiders who have installed KB3035129 may see reports in the Settings app under Update & recovery that a new preview build is available. Attempts to download the new build result in Error 0x80246017.

KB3035129 included a code change which unintentionally had the side effect of changing targeting for builds, allowing builds that are exclusive to Microsoft employees to appear available. No new builds are available which are newer than 9926 at this point. We will issue another update shortly to correct the issue and ensure that Windows Insiders are able to successfully get the next build which is made available to you. We apologize for the confusion and thank you for your continued participation and feedback.

The web has a registry modification method to fix that bug.
The method appears harmless, but I am not sure if it is ok with the novice users.
