Can't Select Non-Adjacent Text in Browser or Notepad

I’m experiencing a strange issue where I can’t select non-adjacent text by holding down the control key in my browser. It works fine in File Explorer, but it doesn’t function in any browser or in Notepad either. Is there a solution for this?
