SOLVED Notifications will not save in action center panel

I receive notification with no problem but they will not save in the action center panel. When I click on the notifications icon the the task bar it opens blank. Running Windows 10 Pro. This worked when I got this PC in January but just suddenly stopped.

Yes. Everything is on except Skype and the MS Store.

Maybe - Turn off the notifications, reboot and turn them on again?

This problem just went away today. Now it is working fine. Go figure!
