Windows 10 won't shut down

Whenever I power down no matter what method I choose to do so, Windows 10 simply restarts. Is this a common thing and if so is there an easy fix?

No I don't believe that it is a "common thing" and I'm not sure how "easy" the fix might be.
Go here
Control Panel\All Control Panel Items\Troubleshooting -> Left Column -> View All
Select the Power trouble shooter and see if that reveals anything.

Right click the Start Button and choose Command Prompt (Admin) and in the command prompt window type
shutdown /s /t 00
hit enter
See if it shuts down that way.

Try clean boot and safe boot. Windows 10 uses the 'Fast Boot' (Hybrid Shutdown) feature feature by default. If your PC hardware is simply incompatible with Fast startup, it may be causing it to restart.

I don't know what clean and safe boot are? Sadly I don't know where help is in Windows 10 either :(
