403 Forbidden messages

I have 403 messages from Ticketmaster and stubhub sites, and I don't know why.
Is there a security issue with windows 10 that I need to change.

Hello and welcome to the forum.
Have you tried both sites using Internet Explorer (All apps menu, Windows Accessories, Internet Explorer)?
Does it seem to have the same problem?

If so, close all browser windows
Go here
Control Panel\All Control Panel Items\Internet Options
From along the top select the "Advanced" tab
Scroll down near the bottom and check the following boxes
Use SSL 2.0
Use SSL 3.0
Use TLS 1.0
Use TLS 1.1
Use TLS 1.2
Click OK
Try it again in Internet Explorer

Check SSL 2.0 & SSL 3.0, the others were already checked.
saved and restarted, but still the same result.
All three web browsers have the same result.
