A lot of system programs don't work

The following programs will not start in my recently installed Windows 10, November update

Explorer.exe (under no circumstance, however much I try)

Windows flag + X produces a menu. I this

Program and Features
Power Options
System
Control Panel
File Explorer (i.e. above)

will not start

Some programs can be started elsewhere, but neither Explorer.exe nor Control Panel

How to start Explorer.exe and Control Pane?

Sounds like you may have either a corrupt user profile or else a corrupt install.
Right click the Start Button, choose Run and type
Control Panel
hit enter or click OK
What happens

what happens

How to start Explorer.exe
Explorer.exe is the Windows shell, I suspect that, that is running or else you wouldn't have much of a desktop so I suspect that you are talking about File Explorer.

Hello,

There is no Run on my Start Button and I cannot pin Run to it.
A check with the Windows logo button + X at the menu, which appeared of:
1. File Explorer
2. Control Panel
3. Run, then Control Panel
and
4. Run, then Shell:personal

gave absolutely no result,
1 & 2 closed the W-logo+X menu.
3 & 4 closed the Run Window
With no hints whatsoever.

So you cannot right click the Start Button and produce a context menu that contains the "Run" command and subsequently after selecting it the "Run" dialog box??
Is that correct?
I'm sorry the forum software distorted the text in my post by producing an emoticon that I did not intend.
the text that you should type into the run dialog box is

Do either or neither of those run commands produce anything??

Create a new user as a member of the local administrators group (not a standard user).
Log off from your account and log on as the new user and see if that makes any difference.

Changing to a new account solved the problems as far as I can see. At least the two I have checked, "File explorer" and "Control panel" are there now, many thanks.

But there is another problem; all my settings, programs, screen pictures etc. have disappeared. Of course I can renter them but as this is pretty time consuming procedure I wonder if there is any procedure or program to export or transfer all this settings to a new account?

Or still better, is there any way to export the settings where I find the system programs, e.g. "File explorer" and "Control panel", from the new account to the old account?

In any case, many thanks for the help.
