Accidental power down lead to empty "downloads" folder. Help!

I was moving my power bar around and accidentally hit the switch and shut down my PC(Dell Alienware, Windows 10 64 bit). When it booted back up everything was fine except my DS4Windows didn't load. I went to run it from F:\Downloads (where i had set the new path from day 1) and the whole folder was empty. I checked Chrome and it shows anything I've downloaded as "deleted".

Im kinda stumped now. I restored to a point a few hours earlier but no luck.

Any help would be appreciated, ask away for details.

You might also want to run a comprehensive search of all drives and partitions for the missing files by name.
I often find myself using a program from Void Tools called "everything"

Although I haven't used it, I've also heard good things about a program called Agent Ransack

Just to be sure that the missing files aren't elsewhere, like another profile folder or the Windows.OLD folder.
It hasn't been my experience that something like an "Update" or even a build "Upgrade" was responsible for data loss, but....
I know that some third party, so called "system / disk optimization" programs will, if not properly configured in advance.
