Have you tried any of the Advanced Troubleshooting options, like......
System Restore, to go back to an earlier point in time
OR
Startup Settings to see if you can boot into Safe Mode or Safe Mode with Networking???

I had to do this on my Surface Book as the start menu and Cortana wouldn't work. I googled and the instructions said to repair system file go to the command prompt and type the command SFC /scannow/. The problem was because of the system error I could get to the command prompt. So I google how to boot to safe mode on a surface book and I had to goto the task manager under boot select safe boot. Once in safe mode I was able to run the command SFC /scannow succesfully. I then rebooted and I had my Surface back to normal.
