Boot manager missing

I've recently(july 29) upgraded to win 10,& this morning found that (bootmgr is missing , ctrl+altr+del to restart).i don't even have any OS disc ,what should i do,can anybody suggest me?

My first suggestion would be to get the installation media

Choose Windows 10, the first item in the first drop down (not single language at the bottom) * see note at bottom.
Next choose your language and your bit version (32 or 64 bit to match your system architecture or in the case of an upgrade, to match your currently installed version of Windows).
That will provide an ISO that will boot, upgrade, repair (or clean install) either or both Windows 10 Pro and Home.
Once you have downloaded the ISO you can use ImgBurn to burn it to a DVD http://imgburn.com/index.php?act=download
OR
Rufus to burn it to a USB ThumbDrive http://rufus.akeo.ie/
When you've created the installation media and booted from it click the Repair Your PC link on the second page after the Choose a Language and Keyboard layout page.
That should get you to the Advanced Troubleshooting options, try Startup Repair.
*NOTE: In some cases, we've learned that some people have the "Single Language" version installed. In which case you would need that download. It's important that you match the ISO version that you download with your installation.

I am not sure the TechNet download page is still available. Maybe they are changing the server to a different build or taken the option to download away after the free upgrade period.

I strait went back to windows 7 , and my new problem is my keyboard doesn't work. I've tried usb keyboard doesn't work,on screen kb neither, i guess kinda malware or virus ,could be something else .can i get some sugestion about this

Try "all" the USB ports on your computer, front and rear.
IF the mouse is working... then try that port for your keyboard connection.
IF you are back on Windows 7 then use F8 during post and boot to safe mode or safe mode with networking and see if the keyboard works in safe mode.
Does the keyboard work during POST? Can you use the keyboard to evoke the BIOS or One Time Boot options.
