I would choose Intel. Last one I built, 2016, I chose an I5.
I might choose AMD Ryzen next time but more likely the next generation I5.

More importantly I'd choose a motherboard that could support 2 NVME drives as well as a fast video card and see what CPU/board combinations would do that ( at I price I was prepared to pay....no $1000 CPUs here!)

    I have a budget of USD600 only.
    Is AMD APU A107890k good?
    I will buy a 240GB SSD plus a 2TB HDD.
Windows OS will be installed on the SSD.
    I also need 8GB DDR4 RAM.
    A 600W power supply.
    A DVD-RW ROM.
    A 2.1 speakers system.
    Wireless mouse and keyboard.

I am not a gamer. Do not need powerful VGA card.

I would start with the new Ryzen series and pick the Ryzen 5 1600x as it's only $40 more than the A10 you've picked out.

RAM: I would go with 16 GB
MOBO? No mention of a MOBO.
PSU: I would go with a well established name brand such as Seasonic, EVGA

I use my PC for MS Office, internet, listen to songs, watch movies,
technical stuff are AutoCAD, Solidworks, Visual Basic programming.

Ryzen CPU has no built in GPU, you need a VGA card.

That is correct....but with your AutoCad software you'r going to need a decent GPU. A GTX 1060 is a good choice.

I decided to buy intel corei5 7400, the cheapest.
And upgrade my SSD to Sandisk SSD Plus 480GB plus Seagate Barracuda 2TB HDD,
    8GB DDR4 2400 RAM.
The mobo will be GIGABYTE Z270-HD3 for hackintosh + Windows. :D

GPU are not just for gaming. They also take a lot of the burden of processing off the CPU.
