C drive/Admin Issues

I am not able to import photos from my iPhone to Pictures which is in C drive, but able to do it in other drives.

Similarly the images currently in Pictures are not editable, Cant even rotate them! :(

Please give some admin/C drive fixes that can make it back to Win 8.1 (Sometimes I miss 8)

Are you using Windows 10 Home or Windows 10 Pro??
