Cant Delete file

Im not a genius at using computers, but I have tried lots of options to try and delete I file but I cant. Every way I try either does nothing or it tells me I need permission to open the file, even though I am an admin. Is there a way I could delete it quickly?

(This is the file, it came from a game someone told me I could download from a site because it had worked for him)

Did you try http://www.majorgeeks.com/files/details/unlocker.html ?

When installing make sure to uncheck adware, toolbar.

Or you could download https://unchecky.com/, this tool will take care of unchecking boxes of undesired stuff.

So, you install Unchecky first, and then Unlocker
