Can't enable Windows Update despite being Administrator

When I accessed Windows Update in Settings, I saw an Error Encountered message. Troubleshooting didn't reveal any issues. After some research, I found that the Windows Update service was disabled. However, when I tried to enable it, my access was denied. Attempting to give my user account permission to access it (right-clicking on Windows Update > Properties > Log On) also resulted in access being denied. How can I enable Windows Update, and why is my access denied even though I'm the administrator?
