When I try to activate Cortana get a message "Cortana not available in your region". I'm in the UK and the language is English.

Hi RJKing5,

Welcome to the forum.

Setting up Cortana is a little messy to say the least but assuming you've downloaded the English language pack as you have already suggested you have done and that your user account belongs to the Administrative Group, then the following is the standard process to get Cortana working.
  • First click on Start > Settings > Time & language
  • Next in the left pane click on Region & language
  • Now click on the hyperlinked Additional data, time, & regional settings

    Sample image

  • This will open a new window titled Clock, Language, and Region.

    Click
    Language

  • In the Language window that opens, in the left pane click Advanced settings

  • The Advanced settings window will now appear.

In the top portion of this window change the two drop arrow boxes if needed to point to your English language pack. Then click that hyperlinked wording:
Apply language settings to the welcome screen, system accounts, and new user accounts as indicated with red arrow in image below.

  • In the Region window that opens click Copy settings button

  • This brings you to the last window to alter if needed.

Here you will first verify the top three sections point to the correct language.

Then in the bottom of window check both boxes and click OK

  • Now all you need to do:
    • is close the various windows open.
    • Close any other open applications.
    • Shutdown computer and restart.

All going well you'll be able to use Cortana now.

Hi again,

Just read your latest inbox to me.

Quick question: Are any universal apps that came with your Windows 10 install also not working for you?

For example, Edge, Mail, Photos, etcetera.

Given your issue persists despite doing the above and that you say you are the administrator and only user of computer with a MS account, there may be a corruption going on either with your user profile, or with Windows 10 itself.

Also, have you at any time used a DISM command to reigster or de-register any universal app using either Command Prompt or Powershell. There are a number of suggestions out there on the search engines to do just this, however some of the suggestions are deprecated now and actually cause more troubles than solutions.

One last question: What build of Windows 10 are you currently using?
  • Start > Settings > System > About
