CPU usage reporting wrong with task manager 100%

My system is reporting cpu 100%, and the resource monitor is reporting even stranger? I booted to safe mode and it is reporting properly there, and booted normal it seems that MSI afterburner and Process Explorer are reporting as it should. any ideas?
