Apologies. misunderstood your question.
From experience some files that contain specific data, dont all have the necessary codec support within a OS to show a thumbnail. Like SVG, PSD, DNG etc., Vendor specific RAW formats will likely be more problematic.
Windows XP, believe it or not, supported DNG files fully, and only needed a registry tweak to enable it and viewing thumbnails.
After that you need to add your own support to OS and none I know are free.
One such example is http://www.fastpictureviewer.com/codecs/
However that are other software's.
I'm not aware of any other solutions at this time.
