1. Is your Windows 10 activated ?
If no, don't do a clean install even if you can download the ISO.

2. Would you mind disclosing why you need to do a clean install ?

3. Were you using this tutorial to download the ISO file ?

OK thank you I did sfc scan and dism corrupted files I download the tool from microsft it was an upgrade so yes it activated my windows 7 was ativated

So, you are saying the Media Creation Tool you tried to download got stuck at 50% ?

Would you mind start over and download the Tool again ?

Yes OK these are the steps download it open the tool It ask choose language do that choose USB then it downloads windows ten then it verify download and then the next step stop at 50%

I don't know what was the problem except to speculate that you have a faulty USB.
