Cursor pause on PCs

2nd day on Windows 10 - on my Dell Latitude laptop. After every change of page /hyperlink /position on page - the cursor pauses and sticks for 1 or 2 seconds. It seems the pause is due to the difference between a mouse-cursor on older PCs and finger control on Tablets. Is there a fix? (pause just happened again)

Also: Typing into boxes on web pages, including this forum, the last few letters of words disappear and have to be retyped.
