Desktop icons rearrange unpredictably in windows 10; all efforts to lock them in a user-selected pattern fail, including 3rd - party programs. Any tested cure?
Have you right clicked the desktop and selected View, then check "Align icons to grid" and unchecked "Auto-arrange Icons"? If you do that, can you move the icons to a place of your choice and will they stay there? If not, what happens?
This is rather obscure but I do recall it. Try right clicking blank desktop and check resolution (graphics option) setting. Go to higher value to see what happens. Another clue: the spinning "busy" circle appears distorted. Also a resolution problem.
