What kind of keyboard . - Gaming or??

First, for the test, try putting in another local user account and see if the shortcut then works

There are a few locations within the Registry where String (REG_SZ) values or 32-bit REG_DWORD values can be set to disable either all or some of the Windows Key shortcuts.

If you'd like to reset these locations to rule out that as a possibility then:
  • Download the attached Reset Windows Key Shortcuts.reg file
  • Before using scan with your security software to ensure there is no malware/virus issues
  • When satisfied the download is safe, right-click and select merge
    • You'll be prompted by the User Account Control; click Yes
    • You'll next be prompted by the Registry to confirm you want to add information; click Yes
    • Finally, the Registry Editor Information alert will inform you the additions were made; click OK
  • Right-click your Taskbar and select Task Manager
  • Scroll to bottom of Task Manager and right-click on Windows Explorer and select Restart
    • Your screen will momentarily darken/flash. This is normal.
  • Close Task Manager

For those curious the following Registry locations may contain the aforementioned String values:
  • HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\Advanced
    • This may contain the String (REG_SZ) value: DisabledHotkeys
  • HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\Advanced
    • This too, may contain the String (REG_SZ) value: DisabledHotkeys

The following Registry locations may contain the aforementioned 32-bit REG_DWORD values:
  • HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
    • This may contain the 32-bit REG_DWORD value: NoWinKeys
  • HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
    • This too, may contain the 32-bit REG_DWORD value: NoWinKeys

Thus, in the case of the Thread Starter, they may have a REG_SZ String that looks like this:
