Display problem

I have recently bought a 4k monitor. I installed it on my pc and configured windows 10 settings. The problem is that the icons and text are too small and I can't even read. So I decided to enlarge the escale which was by default 100% to 200%. The size now is perfect, but there are some programs, such as Steam and uTorrent, that have lower quality in its text I am able to see its pixels. Is there any change I can make to be able to see everything without lowering those programs quality ?

If a website is too small to read, hold down the Ctrl button while turning the dial on your mouse. That will change the size.

Does your video card claim to fully support 4k?

It isn't a web problem. The icons in the desktop and all windows open stay too small this happen to every application. The bad quality seems to occur to non Microsoft programs. And it doesn't appear in games too.
