DVD from showing but saying not connected

I'm having an issue I bought 2 Oem DVD blue ray burners and they show up but say not connected how do I get them to read and write properly

I just purchased 2 Samsung Oem DVD blue ray burners they don't want to read but on occasion they both show up in device manager but say not connected need help please I down loaded cyberlink DVD it shows the blueray players but I need to be able to read and write thru windows for installing software
