Edge can't aquire Favorites from Internet Explorer

The Edge browser, which is working fine in most respects, keeps offering to build a Favorites list by importing the Favorites from Internet Explorer. When I accept, Edge indicates that it is importing the data, but when I look at the Favorites in Edge, there are only folders, no URLs.

I know the Favorites list is OK in IE because I have transferred it to Chrome and to Firefox without difficulty. Any suggestions on how you may have moved your Favorites list will be welcome.

I am not using Edge too much, so I am sure that there are more expedient ways, but this is how I did it.
In "Favorites" in the IE main tool bar, I created a folder called "Favorites Bar". I copied and pasted my IE favorites into the new folder, so:

Then, importing into edge went smoothly and successfully. But, have you got the" Favorites Bar" in Edge, turned on?
