Can you be more specific as to which "application" you're having issues with?
There are still some of the Windows Universal Apps that don't seem to like the build in and normally hidden Administrator account, and.....
Sometimes, turning off UAC can result in similar errors on a normal account that is a member of the local administrators group and it seems to think that since UAC is disabled that you are using the built in Administrator account.,
