For some reason when running Excel 2013 under Win 10, the scroll bar on the right hand side of the screen, most of the time does not appear on the screen . When I happen to move the mouse to where the scroll bar is supose to be and click, I select that cell and it get the focus. I would say about 7 out of 10 times that I've started Excel since upgrading to Win 10, the scroll bar has not appeared. I have not noticed the same problem when using Word 2013.
