I had a spare HD for my (Win 7 Home) older Dell Laptop. Last night I swapped out the HD's and installed, what I thought would be the latest Fall Creator Update. I downloaded and and installed using the MCT what I thought would be the Fall update 1709. To my surprise, when the install was complete, it was the Win 10 Home1703.15063.674. version. The laptop is running extraordinarily fast (not complaining) for a Dell Inspiron 1545. I guess the speed is attributed to a clean install.

Does anyone have any idea as to why MS downloaded Win 10 Home 1703.15063.674 and not the latest Fall Creator version.

You swapped the HDDs but what was on the replacement or was it clean? That could have a bearing on what you are seeing. The MCT will allow getting an older version, I'd try it again. But using an older version of the MCT gets whatever version was available at the time the MCT was downloaded. And there will always be a newer Build to update what the tool got.

Bighorn The Spare HD had the original Windows 10 upgrade on it, nothing else. After the upgrade I removed the HD and swapped it out with the original HD Win 7 Home version. I'm happy with the current PC performance running 1703.15063.674. Checking updates MS says I'm all updated. The recent MCT to USB is strange, I'm just happy that I happened to check it out immediately after creating on the USB.
What could be worse than thinking you have the Fall Creator ISO as your safety net and to find out at a later date when you really require the ISO it's actually it's Win 10 1703.15063.674. version.

The newer version did actually install some new drivers.
Intel Corporation driver update for Mobile Intel(R) 4 Series Express Chipset Family (Microsoft Corporation - WDDM 1.1) and;
Microsoft - HIDClass - 10/27/2015 12:00:00 AM - 9.9.108.0.
I'm going to be patient and let 1709 be delivered through the normal updates whenever MS decides the Laptop is ready.

Downloaded a second time using the MCT to create an ISO for my toolbox. Verified it was 10.1709.16299.15
