First Boot Fails, Second Boot has login error - always

Dell Latitude E6230, i5-3340m, 12 GB RAM ... Windows 10 Version 1709, build 16299.19 ...'

This problem started occuring before the installation of the Fall Creator's Update...

First Boot ... Boot fails 1st attempt always. Computer freezes with cursor showingsplas on black screen before login splash screen or during login splash screen. I do a hard reboot, and the computer gets to the loging page, where I place my PIN. The computer then goes back to the splash screen when I have to logiin a 2nd time. The 2nd login is accepted and the boot continues to the start page.
