Try Filezilla. https://filezilla-project.org/
Download for windows executables/installers @ https://filezilla-project.org/download.php?show_all=1
Or alternatively Cyberduck https://cyberduck.io/ Dont use the Get it on Windows 10 button. Use the top button that read Download Cyberduck for Windows.
Both free and in free beer and quite distinct and powerful software options that work well with Windows 10.

I am using the iglooftppro version 3.9 it works well on windows xp

Edit: That looks like its dead and no longer in development, probably explains your problem.

I have tried the filezilla, and have the same problem. 144bytes in one minute

by the way, I know igloftppro is dead and no longer in development, so now i am trying the ftp manager lite from windows store. It seems to work a little better

I use FlashFXP/Cyberduck personally, In Linux I use Filezilla, Never had such issues.
And not being familiar with any of the softwares you use, I can only suggest you try to make sure firewalls are properly configured to allow theses programs and maybe check if your Anti-virus isn't the culprit, by disabling temporarily the real time scanner.

Could it be the remote FTP site that is the problem? Try toggling the active/passive/auto FTP connection option too.

Try connecting to ftp://speedtest.tele2.net/ in your FTP client and download some of the test files. You can also upload to the /upload directory and use that as a test.

I'm another FileZilla user :).

After I zero set the computer (with all the problems it gave regarding removed software) the FTP got to normal even I used an old FTP software. I have a 100/100 connection to my internet provider and a speed test is ok 116/116

First, you run network troubleshooter.
Then you should update your network adaptor drivers and check.
  • Press Windows key + R key.
  • Type devmgmt.msc and press Enter.
  • In device manager go to Network adaptor.
  • Right click and click on Update drive software.
I Zeroed the computer (with all software removed) and it solved the problem.
