Get Windows mail files into Windows Live Mail

I have backup copies of my windows mail files on a portable hdd (JRS, Text docs, XML and PAT files) These were created on my old Vista PC. I am now using a new PC with Windows 10 and would like to import them. I have no way of exporting them to create a CSV file. How do I go about this?

Thanks - I can drag the wm files to the desktop but from the desktop to live mail there is a red circle with a line through it when dragging.

And what happens if you try the import facility, as suggested in the link?

Did you name the folders exactly as they were named in Windows Mail under Vista so that the same data structure exists in Live Mail as existed in Windows Mail.
AND
Probably most importantly since there is often some confusion.... Are we talking about Live Mail in Windows 10 rather than the new "Mail" Universal App that it native to Windows 10.
