Have you considered uninstalling Chrome (Control Panel, Programs and Features), rebooting and then reinstalling it?

I don't think the problem is altogether with Chrome, but is the result of a/some corrupt files in the OS.

Open a command prompt(admin) and run sfc /scannow. It should be able to correct the issue.
