google earth install error 1603

When I try to install Google Earth Plugin in Windows 10, I get error code 1603. Help I think I May know the problem. I also have a problem Cortana because geolocation is disabled and I can't enable it. I suspect Google Earth needs location enabled as well. How can I enable Geolocation?

Check Start - All apps - G to see if Google Earth is already installed. Sometimes Windows 10 doesn't create the necessary icons. If there, you can create your own desktop shortcut.
