Help with cmd and games

So i just upgraded and after getting settled opened my game and it was lagging which it should not have, i got a new graphics card so it wouldn't and until i upgraded it was fine. the other problem i have been having is a command prompt pops up and closes almost immediately and i have no idea what it is for.

Please make sure that your new installation is fully updated through Windows Updates
AND
See if there is a new GPU driver available through the card's manufacturer.
