I made clean install of Windows 10 Pro, and I am facing problem of high CPU usage constantly 69-70% even with Safe Mode. I have Core 2 Duo desktop with 4GB RAM, Which was running perfectly fine with Windows 7 pro. I have also ran anti malware program (Malware bytes and Microsoft safety scanner) but it found 0 infections - all seems ok. Also - All drivers are up to date and running fine. What is really strange too is that in resource monitor CPU level varies and changes all the time between processes. I am attaching screenshot of CPU usage and system information. Please... I am desperate for help...Thanks!
