High DPI dual monitor Problem

Hi, I'm using Dell Workstation m4800, i don't know how to describe this problem. i attached together with the image, as u can see from the image, the position of the taskbar move to the center of my screen. this problem only occur when i used dual monitor. Im not sure if this is the hardware problem or the OS issues.. Please guide my what to do..
