SOLVED Hour Glass Problem

After an update yesterday to my newly installed Win 10 over Win 7, the hourglass appears on the monitor screen whenever I try to access the desktop menu. It will disappear after approximately 12 seconds and then allow the menu to flash onscreen, but it is annoying having to wait. Is there a Windows program running in the background that is causing this. I cannot find anything running.

The easy workaround I have found is to create a folder (after a 15-second wait) on the desktop screen and make every item needed on the desktop in the folder and then drag it out. No doubt that MS is already working on Windows 11 to fix this problem and add a lot of other problems that will need to be fixed by another OS ad infinitum.
