The following works on an older Windows version.
Wonder if it can be applicable to Win 10.
Assuming you are using Internet Explorer:
Open IE > click Tools at the top > at the bottom, click Internet Options > at the top, click Content > click Certificates > top right, click the pointer until you see Untrusted Publishers tab at the top.
Do you see the name of the publisher you want to unblock ?
If yes, click it > click Remove > click Close when done.
See if that will work.

Thanks. No, I'm using Thunderbird. Anyway, I got around the problem another way thanks. Next time I might have to figure out the analogous procedure for Tbird.
