As you can see icons are limited in Windows. Is there any authentic third party software which I can download and can provide many icons, and compatible with Windows 10?

No need for any software, as there are loads of websites that have icon archives - just search for whatever icon you want and download the ICO file. You can then assign this to shortcuts, etc...

Is this possible only with short cuts? Just I want to have folders with different colors to identify it easily, is it possible?

Yes it is possible.

1. Right Click on the folder you wish to customise.
2. Select Properties
3. Select Customise Tab (You ave two options)
   
4. You can either select a picture to show as the Folder icon
5. or You can change the Folder Icon

Simple.

Do you mean folders or shortcut icons?
For folders,Data's suggestion is OK, but you will need a source of pictures or symbols to link to
