SOLVED In Any Folder Win 10 Explorer Nav Pane and 'This PC' Windows keep Refreshing

Hi can someone help Please if I open any Folder > In The left Windows Explorer Navigation Panel the 'Tree' Keeps dancing or Refreshing up and down Like something is Running in the Background?
And if I open "This PC /C: " with the PC drives Listed on my Right in the Widow etc. Both are 'Dancing in Tandem' with the Windows Explorer, Navigation Pane "Tree" They Explorer Navigation Pane are both 'Dancing' or Refreshing - in Tandem'
Can someone help please I believe it's a Windows Update Fault I have done a Few things Like turned off Screen Saver from Continuous Pictures
Checked on and Off again Slide show in Color's
And when Task Manager and Hunted thru all of it But I couldn't find Locate anything in there
I even Deleted Screen Shot capture and still no Joy ?
Can I get some Help please Guys Cheers Dasha

I'd love to help, but....
I really don't have any idea as to what might be producing your problem.
What I would do generally is.....

Reboot the machine
Manually check and install any pending Windows Updates.
Run the native System File Checker, from an elevated command prompt sfc /scannow https://www.windows10forums.com/articles/how-to-use-sfc-scannow.12/
Test with a different input device preferably a USB wired mouse (trackpad gesture control might be off, or wireless / Bluetooth mouse might have an issue)
Test with a different user account in case the problem is profile related
Clean boot the system and test
