Inconsistent RPC Remote Procedure Call error with Visual Studio 2015 Community

I installed Visual Studio 2015 Community and created a Windows Phone Pivot App Silverlight app from a template. However, I cannot run it on a Windows 10 Phone.

I’m encountering an "inconsistent RPC Remote Procedure Call" error. What should I do to successfully connect to the Windows Phone?
