Install from Win 7 Pro fails

Trying to upgrade my wife's HP 600 laptop. Starting from the icon in the tray it says starting download... Allow changes window. Bounces several windows then shutdown to install Win 10. Starting Windows...Welcome And back to the Win 7 Pro desktop. In the downloads folder have GWX WEB WINDOWS File 6.3.9600.78186 Double click on this icon and get Security warning window, Press run Get Win 10 Upgrade now or Start Download, Upgrade later. Hit Download. Starting download... User Account Control Window Press Yes to Download. Then Schedule it for later or Start the upgrade now. Press Start the upgrade now. Starting Windows... Back to Win 7 desktop. No new files in Download.

In Internet Explorer go to www.microsoft.com/en-us/software-download/windows10 and hit Upgrade now. Two security screens.
Press Run Upgrade now Starting download ..... Then Upgrade now, security window 2 times Downloading Windows 10. and shutdown , Starting Windows. Welcome and back to Win 7 Desktop and in a loop, maybe forever ?????

The first thing I would recommend is that you make a disk image of your wife's laptop before proceeding.

Then, I would suggest that you secure a local copy of the ISO by downloading it from here
https://www.microsoft.com/en-us/software-download/techbench
Choose Windows 10 at the top of the first drop down (not single language at the bottom)
Your language and the correct bit version for the laptop's system architecturer
Once you have the ISO, you can use ImgBurn http://imgburn.com/index.php?act=download to burn it to a DVD or Rufus http://rufus.akeo.ie/ to burn it to a USB ThumbDrive, and run setup.exe from there from within the current Windows 7 install.
Choose upgrade and make sure the box is ticked to obtain updates as part of the upgrade process.
