Internet Explorer 11 window caught in snapping loop

Running Windows 10. 2 monitors. I open Internet Explorer 11, When I type the first letter in the address bar, the winow auto sizes to about 1/4 the size of the screen. Sometimes it gets caught in a rapid resizing loop which will continue until I press the escape key. Also unexpected results from wireless keyboard with some programs. This problem is fairly constant but doesn't usually repeat after I press the escape key and continue browsing. I have a video of the problem if needed.

Antivirus software is norton. Running Carbonite in the background.

Have you attempted to substitute wired input devices (USB Keyboard and USB Mouse) and removing the wireless dongle that supports them, just to test to see if the problem persists?
