Is there an ad blocker that's not only browser based?

I'm streaming shows from the A&E TV app (for Windows) and there are tons of commercials. I'm looking for an ad blocker that not only works with browsers. The only software I can find are addons for browsers. Is there any ad blocker that covers most software on my PC?

Managing Host Files at a network level should do. Once you find out where the ads come from, you can block their source IP.

If, by streaming you mean an integrated audio-video stream like a tv show with the ads embedded I'd think those ads would not be visible to an ad blocker

I agree with @Tim Locke, I assume that it is a free streaming service?, if so; I don't think any ad blocker will stop ads, if you try, you may well cripple the stream feed?.

Yeah, I wasn't thinking about Ads in a stream. The notion of removing Ads outside of a browser, took my mind elsewhere.
