Keyboard gizmo or a System fault...?

A peculiar phenomena:
When I press the " on my keyboard it prints @. And vice versa.
It happens on two different Windows 10 PCs with different keyboards.
Is it a common problem? a keyboard issue? Perhaps a virus?

Have you double checked your language settings
Control Panel\All Control Panel Items\Language
To confirm that all your associated settings are as you would expect.

Do you have by chance set your keyboard to "GERMAN" ? respective your german keyboard to US? On the german keyboard " is above the number 2-key while the US has @ above the 2-key
