Loading/Refresh icon next to cursor constant

It recently started when I disabled a program from coming on at start up. There is a loading/refresh icon blinking on and off. There is an indication at the toolbar that a program is trying to come up but disappears right away and does nothing. When in a browser: Top of browser blinks repeatedly, sometimes when typing it will highlight and makes me erase it s if I'm writing over it. When trying to go into control panel, I will click on something to look at options as to where to go and it just closes the minibox.

So the program I disabled from start up is my HP SimplePass. After I open the program up and sign in, the issue goes away. Now how can I get it back on task schedule so I don't have this issue anymore.
