All was well till 2 days ago, when I no longer had icons or Cortana. Tried to recover these using "powershell" Was only able to recover some icons, but not all. Can access some of my apps indirectly, but have lost many. Do not even have access to the app store anymore. Help!

See if it's a global problem or unique to your user profile alone.
Create a new user as a member of the local administrators group (not a standard user). Log off as you and log on as the new user and see if the new user profile works any better.
IF so you can recover the items from your corrupt user profile into your new user profile.
