Want to undo recent Microsoft upgrades. In many, if not all, applications most cursor actions result with a menu popping up that was not wanted. The focus is on the menu preventing any actions outside the menu. Closing the menu does not help. Sometimes the menu is the start menu. Other times it might be an application menu. wanted to include screenshots a different Windows menus. Unfortunately, they vanished as soon as another key was hit.

Do you actually have gegl installed?
It is also, now, integrated in Gimp, if you are using that.
In either case, look under the startup tab in the task manger and , temporarily, disable both

GEGL is not the problem. Before it started appearing another was behaving the same way in Gimp. Also in all other apps.

Have you checked in Settings > Updates & Security > Windows update > View update history?, you can remove updates if you want!. ;););)
