I have been using EDGE a few months and was satisfied with it.
But last month, after a Windows update, the built-in translator refused to work.
I ran Chrome, and here the same problem.

Strange is that the Built-in translator works on the main window but not on other windows.
Any idea what the cause might be?

I have read in other forums that several people have suddenly the same problem.

When I open EDGE with the main page and right-click anywhere on the page, I get the option to translate that page to English.
When I open a file on my computer (test.html) and right-click, the option to translate that page is gone.
Before the Windows update (about 1 month ago), I was having that option.

This is my Edge version
PS.: I have 2 notebooks, a 32-bit and a 64-bit.
BOTH notebooks show the same behavior.

The latest version of MS Edge is 88.0.705.63 released today. I doubt that it will remedy your situation as it only closes a security hole.

BTW: Offline files usually do not have the full options that an online webpage has cause the online page usually has connections all around the world which a local file does not as far as I know...

Maybe MS has done changes to the procedures ( I don't know but it would not surprise me)

If you would like to make sure you have the latest updates, the quickest way from within Edge is to open the (the three dots top right) , go down to "help and Feedback."
Click into "About Microsoft Edge"

You should then see:

Hi GG,

if you click the file you saved with a right click and then open with Edge, does it offer you the translate function then?. :)

Microsoft will roll out a Windows 10 cumulative monthly security update on April 13 that will remove the old Microsoft Edge legacy desktop application from users' systems. The tech-giant in August 2020 has announced that it will be ending support for the Microsoft Edge Legacy desktop application on March 9, 2021.11 hours ago

I can only suggest you open Windows Store and search for Edge browser and reinstall/repair it!. ;)

Did that already.

I think this "Error" is not in Edge but in Windows.
The Error started with the latest Windows Update and affected Edge and Chrome.
Maybe other browsers running under Windows are affected too.
The Error, allowing the Translator to pop-up on external files but not on files stored in your Hard-Disk let me suppose that it would have something to do with the changed Security options.
I would like to run Edge under Linux and see if it shows the same behaviour.
