Missing Icons and unable to view properties

My machine was working fine, then one morning I woke up to find that all of the desktop icons were gone. The shortcut names were still visible and still work, but no icons.

Also when I try to view the properties of any file or folder, nothing will display.

I have run the Windows defender and IObit malware several times and found no virus/malware/rootkits.

Other than that the machine works.

any ideas ? I have run that sfc /scannow with no effect
I have run the dism command with no effect

Have you tried rebuilding the icon and thumbnail cache.

Near the bottom of that article they have a small utility that you can download that will perform the task for you called "Thumbnail and Icon Cache Rebuilder"
Might be worth a try.
