monitor changed brightness on its own. Enable adaptive brightness set off

How do you disable the monitor brightness beening changed on its own when the "Enable adaptive brightness" is set OFF?

for some reason I'm not seeing the Adjust my screen brightness automatically option in the Display tab of the SETTINGS app.

Is this a laptop or a tablet?
Have you checked your advanced power settings? Change advanced power settings for your particular power scheme and look through there for every possible bit involving your advanced settings.

it's a desktop. the avanced power settings is where I found the"Enable adaptive brightness" setting and it is set to OFF for each of the power schemes. I am using the "Balanced" scheme and when I tried the others, the screen still changes the brightness from time to time on its own. Could it be a setting on my video adapter? I had a look but couldn't find one.
