Mouse won't work at choose your keyboard layout

Tried System Restore and got into this screen which disabled mouse and keyboard. How do I get past this?

Hello and welcome to the forum.
Since mice and keyboards generally are now, USB connected and are hot swapable, you might try
Plugging them into another USB port
Substituting a wired USB mouse and or keyboard if you are currently using wireless devices.
Pay particular attention to the USB ports you are using. On occasion USB 3 ports may not be available under legacy circumstances, as they may require third party drivers to function correctly or at all.
